If you decide now to ask for the CLI you can do it over the phone it online, your choice. Online is the easiest and neither way makes a difference as to whether you'll be approved or not.
There is no way to predict whether Amex will ask for tax records if you ask for $21 K though that is below the amount that normally triggers a request for tax records. Even if they did ask for tax info it doesn't shut down any of your cards including the BCP. A request for tax records is not an FR which is completely different and is much more in depth.
They will either give full amount, counter or flat out deny.. Best of luck.
Sometimes they counter, not a lot of reports on that.

I had to do a fact-check on this one to be sure that you can use your DW's income on your app, since I was surprised at your statement as I was previously sure that you couldn't. Turns out you are right, but posting for the benefit of others that might have had the same question:

If it were me I'd wait the 61 days unless you have a pressing need for the higher CL. Your chances of getting the 3x will improve. I've heard Amex likes about 35-40% of income and not more, but not sure how true that is, so I'd think the 21K would be fine.

Is that really true ??? So I'm listed at 125K and my EX is 790 with no derogs. My new Amex Delta came with a $1400.00 CL. I can't see them raising my CL to 35% - 40% of my income. Is that accurate ???

The 40% rule is not set in stone. It is just a MyFico rule of thumb. In your case, in a year, you could be close to 30%. In a year and half, in theory, you could be at or above 40%.
You can request a 3x CLI now giving you a 4,200 CL. In 6 months, you can request another 3x CLI to 12,600. In another 6 more months, you could be at 37,800. At that point Amex may want to verify your income. Instead of pushing, for a really high limit, I would spread your 40% out across multiple revolvers. However, there are plenty of users on this forum with limits in the 50k range. Even some that have 100k on one card.
For really high income earners, the 40% rule breaks down. Amex wants to know why you need the really big limits. Amex wants to see you actually using the high limits. They also have a max CL on their revolvers of 100k. However, you can have multiple revolvers with a total CL over a 100k, assuming you have the income and profile to support.
Note: it is better to wait 61 days after your account is opened before you request your first CLI. But with a strong credit profile, they will probably approve you now.
