It depends. I didn't and got approved myself with a lot of inqs on my ex report around 28 and got $5,000.

That's been all over the map tor the last few years; some theorized that it had to do with prior Chase (especially non-trivial deposits) relationships, though we saw some that didn't have that either. Like anything it's all anecdotal evidence.
In my personal experience, YMMV, Chase only sends out pre-quals when you're in fact overqualified for the card. I could've gotten it 2ish years ago based on common UW guidelines at the time, probably started getting the pop up on their pre-qual site maybe a year ago, and about six months ago started to get them in the mail too. Not certain if I did something tracked on line to generate the mailer offers or not but I get CSP and Slate mailers fairly regularly. Only other ones I get these days are business card solicitations.

I agree, it's hard to theorize what will get someone approved with Chase and what won't. I think this goes for any lender. Not to mention it seems like their UW criteria changes from time to time, so it's hard to say what they're looking for.
As far as pre-approvals go, I have no idea what triggers them (especially mailers). I wish I knew so I could work on it

But when I applied a few months ago my highest limit was 4k on my Amex.
So it cannot be a requirement. I think its a healthy mixture of income, score and HP's.

in that case I have hps and maybe score in my favor? income is low.

Not sure if this applies to you specifically, but if you are under 21 you won't get any prequals.
