Yeah, it seems that people with thick, healthy files don't realize things aren't the same for rebuilders.
Citi is the only bank off the top of my head that is rumored to have a hard limit (5 in 6 months). Also note, this is on the CR they pull. Not across all CRAs. I don't think US Bank has a hard cutoff, but they pull a secondary CRA that tries to list all of your INQs across CRAs.
"Too many inq in the past 12 months,," is a FICO reason code. It means one of the top reasons your FICO score isn't higher is because of the INQs. Sometimes it means your FICO score is below the cutoff partially due to the number of INQs. It can also be a garbage reason why you are denied. For example, if I app'd for the CSR, Chase might send me a denial saying I have "too many INQ in the past 12 months". It is one of my top FICO reason codes. When the real reason I would be I am over 5/24. My FICO 08 scores are in the 820's - 840's.

Great explanation. What is "too many" vary by lender.
