Interesting Paypal CB 2% card offer

Cant remember where but I swear I saw some folks get a 200$ targeted sub in their EMAIL for the PP card..

Still rather take the cash and run.. Knew there was a 100$ sub... and still think i saw someone mention a 200 one... 

But i could be just having a senior moment...

I get the 4% offers every time I sign into PP, but I haven't seen this one. Do they have a cap on the 10%?
