I had a zero balance. I don't even remember getting anything in the mail stating the reasons. I've had balances before and requested CLI without any problems.

Oh you have gotten increases before? Then why close it? Just leave it open and don't use it.
I just got multiple cli's on 5/20 for my JCrew card with no hp. Went from $5950 to $9350 after 17 cli requests. They have never hp'd me for any of my Comenity cli requests so far.
