The 6 month mark is when your account becomes eligible, hence the link appearance. The 6 month mark also signifies when quarterly offers may be provided so perhaps you'll get something in JAN when new offers come out.
As you likely know, CLI requests are HP and the MAX LIMIT today on a PCR is $25k....unless you've had a higher limit already prior to mid-2020.
