What are your credit scores? What are the limits on your other cards, and when were they opened?
There is really not much to be gained from Kohl's. The limit doesn't grow much. I would chill on the store cards unless using the Shopping Cart Trick and you can get a pop up credit approval with a soft pull.
You would have probably had better luck with Macy's in store, but I am not advocating using too many hard pulls on store cards, but Macy's credit limits grow much higher than Kohl's.

OP, Swampy99 offers a decent alternative to Kohl's who isn't known for successful reconsiderations. Unless you shop quite frequently at Kohls' then perhaps you can consider applying for it when your profile yileds some improvement.

Regardless if the HP has happened, not all lenders offer the option to reconsider. Kohls is one of them unless it's a verification issue. Same applies for Synchrony and others. If someone's profile doesn't support it, why waste their efforts on something that won't materialize?

I have heard of some (albeit very few) say they had success, so YES the HP has happened and most everything we get involves effort so I still say give it a shot!

Yup nothing to lose, except maybe 5-10 minutes of your time. Go for it!
Your file is thin plus Kohl's isn't worth but $300 and maybe over a couple years an increase to $700.
Sorry for your negative experience. To build your file up I would try the shopping cart trick and see if you can get 2 accounts. No more than two. How long have you had Capital One? At 6 months try for the next level card like Quicksilver1.
Avoid the hp's until then. If you want a store card like I said before after you have 2 more trade lines showing Macys and Nordstrom have good odds. Just apply in store.
And pay your Capital One down below 20% of the limit BEFORE the due date so you're not showing high utilization when they report to the bureaus. You'll do fine.
