i just applied for the lowes card online and was given 700. i then called the UW # to ask for 25k and was denied with no counter offer. what can i do now, i am stuck with 700.

IMHO, your TU scores are too low for Lowes to budge much. You'll probably have to follow the typical Sync Bank guidelines (generate 4 statements and try the LUV button). Sometimes, Sync can take a while to start growing, so just keep showing good use. You can also keep working on whatever is on your TU.

I don't think you have to wait for 4 statements at all. Your score MAY be a little low, but as another person stated, make a purchase and pay it off, then wait until the next month and call again. Make sure your score doesn't go any lower, though. I think you should be able to get an increase within a month. It never hurts to try after a couple of weeks after your purchase/payoff as well!
thanks guys, i already purchased a range for about $400 and will pay that off within the 6 months no interest period.
in another note, my target card just got auto CLI to 1700 frm 1000. started with 500, then 1000 at 4th statement, 1700 at 11th statement.
back in the garden for about 3 years, all my baddies will fall off by then and i am assuming my scores will be mid 700 by then. my file will be thick and clean!
You should try for a cli every time you make a purchase and pay it off, and whenever you feel your score has increased. I don't think there is a 4 statements period with Synchrony, as I have several cards with them and I've requested and received increases over the past 2-3 months by calling in regularly. As long as your score goes up and you use the card and pay it, you will get an increase. That's just my experience. Congrats!
