Macy's store vs AmEx CLI

I'm somewhat perplexed, store card is right at 1 yr, $500SL bumped to $1K at activation, then $2.5K few months later, then $7.5K about 8/15, increased again to $10K couple weeks ago after hitting the button & getting a HP.

AmEx opened about 8/15 $1.5K SL was just declined a CLI without a HP.

Is there a minimum waiting period to request a CLI on the AmEx?

Neither one has seen much use

Store and Amex use to be every 3 months but then Amex went to 6... now they are just hp all the time so not sure if you still have to wait 6 in between requests but probably 6 before first one.
