Yes, you can do this with Amex and Capital One but you have like 1 minute for Cap 1 before the "you have a pending app" message.

To illustrate how fast a HP occurs
Your mind doesn't work as fast as it takes to record the HP
It's recorded in nanoseconds maybe even less
So by the time your brain says ok move on to the next app submit button you're already 3 seconds behind the previous recorded HP
Which is why we tell people: If doing a spree ....spread HP's across 3 CB's if possible
That way Barclay (TU) in this example won't see the Amex (EX) Discover (EQ) won't see any of the previous two apps .....YMMV
Now if you do Chase, Citi, Amex they'll be seen by the last 2

Not really
It's more of the luck of the draw and it's really a YMMV thing because some have gotten the extra pulls with both of those lenders
Always expect 2 or more pulls per app and pray for the best
In my case Amex (2 apps)
2 cards 1 pull
Total 4 cards
Chase (2 apps)
1 card 2 pulls EX EQ
2 cards 3 pulls EX EQ TU
Total 3 cards
Chase is the thorn in my side always approved but they be messing with my churn and burn method Lol
