NFCU Recon Line

I read about people contacting the NFCU recon line but what number are they calling?  Would sending a secure message get to the recon dept?  Trying to help someone out but dont know how to get a hold of the recon dept. 

She was approved for a NFCU credit card but trying to hopefully get her SL raised.
