I cant do Cap One because they were one of my older baddies and I think Im probably still in the system.
I had an Amex charge off 25 years ago and I heard Amex NEVER forgets either.
So any advice based on this criteria?

You're wrong about both Cap One and Amex, but I wouldn't apply for Amex for other reasons.... basically I'm unhappy with their customer service, lack of credit limit increases, etc
Your best bet for a large credit limit is the Cap One Venture, but your scores are possibly marginal for it.
Nope plenty of people in the 650-670 range have been getting 15k+ lately. If she is pre-approved, depending on income she will get a large SL
