Here's the plan:

#1. Pay down to under 35% UTI

#2. Join NWCUF (backdoor to BECU)

#3. Apply for membership w/ BECU and let membership age for a little bit.

#4. Apply for BECU Cash or Low Rate visa. You will need payment address for your other CC, they say it's b/c they mail it but IME ACH hits on approx 2nd business day. You will need to call in the BT, tho. Edit: did I mention 0/12 on BT's and 0 BT fee?

Have you tried checking for AMEX offers? AMEX card applications often (but not always) do not incur a hard pull if you already have a card. See if they have any cards that interest you for a balance transfer and possibly for rewards at the same time. The cash magnet might apply here. It has a $200 sub offer (would only use on necessary expenses as not to incur more debt). 

This won't help you for your AMEX card but could help you pay down the rest. The key as suggested above is to not incur any more debt. Perhaps if you get a new card, leaving it locked away at home.
