When a creditor does a HP upon an application submission, can they see your previous credit card limits or just your current ones? If they can only see what you currently have, I'm not sure how they'd be able to determine how fast you've grown your limits?

I recently obtained a full copy of my DW's TU report in conjunction with a dispute we were doing - on it were the exact history of what limits applied on which dates. An exact history of CLI's their frequency, and their amounts. So, assuming that their paying customers get AT LEAST as much data as I do for free, then yes
