New CSP offer is 60,000 but AF not waived?

I'm finally under 5/24, I finally have an in-branch preapproval for CSP, Freedom, Freedom Unlimited and the SUB has changed?  It looks like it's now 60,000 after $4,000 spend but the AF fee is not waived.  Is this true across the board?  Also, I'm new to the world of travel points and I'm trying to understand this.  Is it better to have the 50,000 but no AF or is it pretty much a break even sort of thing?  Thanks for helping me to understand.

This offer is better even paying the AF right away assuming two things: 1) using Chase's travel portal for point redemptions at 1.25 cent/pt or 2) transferring them for airline/hotel redemptions. You'll come out ahead that way.
