Not everyone gets them.  Some individuals get certain stores, but not others.  Some get none at all.  Did you ensure your address matches exactly to that of your CRs (e.g. EQ or EX?  What does your overall profile look like, any negative items, high utilization, etc?

the only one that has popped up the credit card offers for me has been victoria secret and express card, no other synchrony or comenity cards have worked for me.

Not looking to add another store card as I dont shop much at the stores offered by those 2 banks

You have to be opted in... but again it's different for everybody.

Be careful when trying that trick at overstock.com.    I tried it for about a week and then gave up and bought a shirt using a credit card.     The next time I logged onto one of my alternate email accounts, logged onto overstock, turned off popup blockers, and put a 99 dollar router in my cart, filled out my address.     Nothing happened so I click "buy now" and got a popup that my purhcase was being routed through Klarna, (which I had never heard of)    I closed down the browser and went to bed and woke up to a message that I had bought a 99 dollar router!      I immediately called Overstock and tried to cancel the purchase.    Was told the router was already at the shipping office and no cancellation possible.     That was 2 days ago and the router is still in "processing" mode.     So needless to say, no more SCT for Overstock for me!

Its never worked for me. I've always thought it was a score thing, but I've seen people in the LOW LOW LOW LOW LOW 500's get approved.

Pull ex credit report, fill on application exactly how name and address is spelled.

to help out the OP if u trying for VS they soft EX for most of the rest of the stores including overstock they soft EQ

You never click buy now.  If you don't get a pop up when you put in your address you just exit out of the browser.

Check the USPS ZIP code tool to verify the exact way your address should be entered.

In my case, 'Hwy" has to be completely spelled out 'Highway', but for my previous address 'Lane' had to be abbreviated 'Ln' (no punctuation).  The ZIP code look up tool will tell you how you should be entering it. 

This does not guarantee you'll start to get the SCT offers, but it will rule out the address not matching as the problem.
