PenFed CLI Roadblock

Yesterday I reached out to PenFed to initiate a CLI request on my Cash Rewards card. I had a baddie drop off my EQ and gained about 60 pts. so wanted to see if I could get a bump on my existing 10K SL.
Long story short, the account was opened mid 2020 and I never used the card, zero purchases. I was informed that even with a consent to a HP they couldn't process the request until I make a purchase.

Seems legit... most credit card issuers want you to use the card. Even when I am trying pad the UTI with a high limit card I at least toss something on it every once in a while.

Correct response above why would you want a cli if you have never used the card?

I definitely understand the reasoning, my post was more geared towards some one who may find themselves in similar situation.

I periodically get BT offers from PenFed and would like a larger CL for that purpose.
