There really is no timetable with PenFed.  You can ask at any point from here on.  I'd definitely try within first 30 days to try to ensure that they'll use the same HP.  If not then, then I'd wait until you see a jump in the FICO 9 score that they'll give you.

Yes. I did inquire and was told my account was too new and should wait after a "couple months" for a review. I'll just wait in 6 months to request again. Have several accounts with decent CLIs lately.
