Various card issuers treat the high balance differently. Some report the highest balance regardless of which spot in the cycle it happens. Others will report the highest statement balance.
There are varying opinions on what's best for your highest balance. Some feel that it doesn't flatter you if it's too high. Others feel that a higher number shows that you have the ability to pay.
I woudn't worry a lot about it as long as your balance is where you want it when it's time for it to report. If I see that I'm using a big chunk of my limit, I tend to make a payment simply because it frees up room to make more charges.
I have been thinking what to do for all this time and finally, after passing Discover pre-approval, decided to try to open one or two more cards, and then stop and grow their average age.
The choice fell on Discover It and Chase Freedom.
I applied for Chase Freedom and got the answer:
"We received your request for a Chase credit card. We will inform you of our decision by mail in the USA. This can take up to 30 days. "
I was a little upset, and sent an application to Discover. As a result, I got refusal inspite of pre-approval with the wording:
"Thank you for your interest in Discover®. Unfortunately, at this time, we can not approve your Discover® map application because of the following:
NUMBER OF THE RECENTLY OPEN ACCOUNTS
RECENTLY OPENED BANKING REVOLUTIONARY TRADES
INSUFFICIENT SATISFACTORY BANK REVOLUTIONARY ACCOUNTS"
And the letter showed my EX Fico 8 -- 730.
Of course I am disappointed and upset right now..
Do you think it seems that Chase will also refuse? If Chase wanted to refuse, would it refuse right away or I still have hope?

Also in the message from Discover they suggested to try their Secured Card. Is it worthwhile to deal with it or is it better to wait 6-12 months and then try to apply again?
