Pre-selected DC with a specific APR?

Recieved a DC mailer with a pre-selected invitation number. I know this doesnt always mean anything but it offers a specific APR which I think is a good sign. I think this is a good card to have  but I am hesitant to waste a HP. My scores are EQ 744 EX 736 and TU 733 no baddies and 32% uti but will be going under 30 when a few accounts post in the middle of the month so I will wait to app. I have until July to decide. I do like the cash back offer on this card. What do you think yes or no?

What APR is it? 

My vote tho is yes unless its the highest APR then I'd wonder if its real 

Does it also have the opt out notice?

The APR is 16.24 and it has the OPT out notice.
