Question about summoning the Overstock SCT pop-up

I got My Overstock card a couple months ago - SCT. Started at $350 and now at $950.

The first 2 cards I got at the beginning of my rebuild were Eddie Bauer and VS through the SCT. This was in early December with scores about 20-30 points lower than 

they are today. Since that time, I have tried about 20 different stores and have not received a single pop-up. I have tried multiple browsers including private and different email addresses. No dice. I would like to add one more card through this method but Comenity isn't having it.
