Yes, they will approve you contingeint upon joining the CU. I think if you are unable to join they simple never fund the credit account.

I want to bank with them anyway. I just need a active photo id. I've been trying to reinstate my license but my area has been pounded with 5 feet of snow past couple weeks. It sucks.
Maybe i'll go to rmv and just get a mass id this week.
I do all my banking with DCU, including VISA, car loan (1.49%), just applied for mortgage (2.750%, 15 year!). Anyways, I pay my DCU VISA by just transferring from my (free) checking to the VISA. Takes 10 seconds.

Correct, without an active membership the credit card approval is void.
Some have had issues with being accepted; which is why it's always wise to establish membership before applying for credit.
