Received letters from Credit Bureaus about putting a promotional block how do I remove this

I don't know if this was in response to a 609 letter or what but I received letters frm Experian and Equifax that they received my request to put a promotional block on.

I'd like this removed as my credit has improved and is still improving I'd like to get pre-approved offers in the mail.

I also feel but could be wrong the promotional block can affect auto or luv button CLI's that are soft pulls.
