Hello, guys!
On 2/5, I applied for a CLI with Capital One QS, as it's my lowest CL, and I got denied with a denial reason of "financial obligations with other lenders too high". I wrote to the EO on 2/7, got called back on 2/11, and am assuming I was denied again because my limit hasn't budged. Is that safe to assume? Should I try calling the # back with my pin again to ask the status? The last time they did a soft pull was on 1/19 and I have since then paid down some of my cards. Will it let me apply for another CLI after they soft pull me again in the next few days or does Capital One have a waiting period after denials like AMEX does? Any info you can send my way will be greatly appreciated - thanks!

Others can reply on whether you are denied again but it certainly can't hurt to call back. They may have not made a decision yet.
As for waiting periods, CapOne does not have any and you can try as often as you like.

If they called you a week ago, and the limit still hasn't changed, then yes, I'd assume that is a denial. You can certainly call back for clarification on the reasons and then address those reasons and try again later.
There's a chance that it's not fully denied but they want to discuss something with you; I just never have heard of Capital One's EO being the "let's talk about it and come to a decision over the phone" type of EO.
