Recently declined for AmEx BCE but Experian app "matched" me with Delta Sky Miles Gold
The American Express back door rep said that once a denial was issued the applicant would need to wait 30 days before reapplying.
My score has jumped up significantly and Ex is currently reporting a 724.. I was denied on 7/28 @ EX 689
Is the link to apply through Experian a back door or would it just be an instant decline?

It is marketing, Experian does not know Amex's underwriting policies better than Amex does.

Experian highly unlikely to be a back door.
You might have been approved for a Delta Gold had you applied for that instead.
Underwriting for cobranded cards is believed to be more lenient than for core cards.
What reasons were listed for the denial?
Pre-covid 689 was a perfectly fine score in isolation, assuming it is some kind of Fico score.
However, the factors that took your score from 689 to 724 might be more important than the score itself.

Unfortunately the Experian card "match" is pure marketing, just like CK's recommendations. Useless. So you would still have to wait the standard 30 days before applying again regardless; there is no "backdoor." Given the current economic climate though, even a 724 may not be good enough, as it's more than just about your score. Utilization, accounts with balances, income, etc. all play a factor as well.
