Discover isn't well-know for reconsiderations OP.  They will not overturn any auto-declined applications.  For Barclay, you can probably keep trying until you're blue in the face (some have persevered in the past but it doesn't mean everyone will).  And, if their notes already have it documented that you've called, then it's going to be a moot point.  YEMV.

What reasons did Barclay cite for the decline?

Too few accounts. (I have two of the capital one credit cards for 'average' credit'.)
Need longer payment history.  (Both of my card are about 6 months old)
Balances too high on the two cards.  (I used them to clear other charge-off in a PIF for two accounts, but, paying the cards down now.)

Too short of a history and a combination of high utilization usually kills those chances OP.  If I were you, I would wait (around 12 months) to allow things to be more optimal with your profile and your newer accounts have aged a bit.

That sounds better than calling again. I checked Experian and Transunion yesterday and am very happy.

When I began working on my credit May 2015 my score was 480 and now it is Experian (636) and Transunion (618).

If everything continues in a positive way, this fall I want to apply for an USDA Rural Direct Loan.

If you end up doing a recon with Discover, please update. I also was declined 3 nights ago. :-( Wasn't thinking about reconsidering, but heard they aren't very good.

I don't think I'll try again right now. Wait until late fall of this year and let my accounts age and lower my credit utilization by paying down what I owe on my cards.
