So, Reading around some people are saying not to pay your balance before you statement posts to try and get a CLI. If you do you never get a CLI. Any truth to this?

TD Bank has a rather stale method of reading balances for CLi's. They seam to read them from the report value instead of the internal data of purchases. While it is a valid way of doing things it is incompatible with some of the popular credit abuse methods. I think the idea is if the amount reported is low then you really do not need more credit since you are fitting into your existing credit line just fine even if you are paying it weekly.

There are no circumstances under which paying credit card balance early is a form of abuse.
