When filling out an application for a card, loan, etc. what figure should be used for monthly housing cost? Base mortgage amount only or, with property taxes, and homeowners insurance included? My logic says that if it was allowed by the mortgage company, I could pay the town the property taxes directly, and pay my insurance agent directly just as I do with my othjer policies so I could truthfully report the mortgage amount only.

I think that's logical and I see no moral conundrum about including the actual mortgage amount only. Most applicants wouldn't otherwise include insurance or property taxes.

I currently report my base apt. rent (almost there for an 05/22 closing date on a mortgage) when I apply, I exclude an additional fee for choosing not to have a lease, and for rental of an onsite storage unit.
