If one has good scores they should go for a better card. The Paypal MC has no benefits other than cash back and most that apply are getting pinched with 30% interest. The Alliant card is much better if you can qualify.

That's highly subjective, and I definitely wouldn't say the PP card is subprime by any means.
Since OP uses Paypal a lot, then it would make sense to app for the 3% back- be it optically, Subprime or not.
No need to open a new bank account, maintain a minimum balance in it and DD monthly for 2.5% back.
