Have you addressed the denial reasons? If yes, go ahead. If no, then Id say not to app
Amex BCE as a 0% intro for 15 months and cash back if i remember correctly. Id look there first before going the Synchrony route
If you're in no rush to get another credit card to add to your portfolio, I would app for Syn Car Care over Amex. My reasoning is chances are you will get a much better limit with Synch than Amex. It seems like Amex has been giving out lower limit lately, especially the 1-2k range from what I saw in other posters' data. You don't want to carry a high UTI per account for so long if you're planning to app for something else down the line. Good luck with whatever you decide.
In regards to the BCE by AMEX, I must have been a lucky one. I apped with them after the pre-qual on their site and was blessed with a 10K limit and a $200 sign up bonus if I spend $1000 in the first three billing cycles. (Challenge met...DUH! LOL) They've been awesome so far. Synch with me has been hit and miss. I only keep them for my Sony card so I can support a local electronics dealer. They gave me $1200 to start with, then bumped me to $3600, and then reduced me to $2400 with no good reason. Oh well. :-)
Btw 740s EX 760s TU and EQ, Util reporting 21% when apped.

Your score is a good 55 points higher than op's which could explain the higher limit, plus there could be difference in aaoa and various other factors too
Did you not use the sony card for a while? I know sync will reduce your cl if you don't use the card for a while but its usually very easy to get the credit back.
What are you going to do with your Car Care One card after your tranny? Your intro APR vanishes and you are stuck with a 29.9% rate. ( even Credit One offers a better APR ) Additionally, Car Care One is Synchrony Financial so chances are its going to be an EX pull. Then HP CLIs afterwards. Credit Solutions can not help you on this card.
Full disclosure, I have PepBoys card which is a member of the Car Care One family of cards.
Last point, what are you going to use this card for when your tranny is fixed? My BCE card is one of my main drivers. Opened 11/2016 and is now $23.2k CL

Sorry, those apped figures were for the BCE AMEX card. I've had my Sony card almost two years now and don't recall the stats. I have used the Sony card a few times. It's worth it for the 0% same as cash on certain purchases. I'll be doing a chat with them soon once I pay the last $600 off on the current purchase that's on there. I have my eye on a TV and I don't want to max out the card to get it. :-)
