I contacted the CEO at their Corporate Office in MN. They sent me a letter with the usual bla bla bla. In order words, I do not qualify for any CLI. I guess Grandfathered In accounts do not qualify - I have their Red Visa card since 1997. They requested to re- apply for a new card which it is not worth it with such a low CL. I also updated my income with them several months ago and still no CLI. When I spoke with the rep he was in shock that I am still have the same CL since then. I told him: Oh yeah, I think your network got stuck in the 90's...LOL
Good luck and let us know if you hear something different.

It is very unfortunate the way the manage their CLI. I got over it, but I kept the letter as a gift..LOL
Thanks for the info. I had a Visa that sat at $500 for years and the one day BING! $5000!
Lost my job and went late 2 years ago. I was heading towards 60 late. Logged in and there was an automated "we can help" link. Selected it and agreed to the arrangements. The payments were made and got on track.... Then found out that because of the payment arrangements (remember, I was about to make a payment when I logged in and I would have been just shy of 60 days) ...anyway, they marked me the 60 followed by 3 90s and closed my account. I would NEVER have agreed to the arrangments had I known. The card was 14 years old. :'( I was thinking of trying to reach out to them. I have written a letter and never got a response at all.
So much for banking human.
My Target Redcard started at $200 and 2 months later was $500 and stayed there 2 years. No CLI chance in Hades from that tight bunch so last week they joined the roster of store cards that just couldn't cut it in the big leagues.
No Regrets!
