That's not what they're asking. They want to know how to see the soft pulls in the report. No way to do that with any of the providers.

Almost no way.
None of the 3rd-party providers can show you soft pulls because by definition they are only supposed to be viewable by you.
However, some of the CRAs have their own credit monitoring service products and do provide soft pull information through some of those products (but not all - for example, CreditCheckTotal by Experian, which I use, does not include softs). Equifax Credit Watch Gold is one example that does include EQ softs. You will only ever get soft pull details for one agency this way, though. There's no way to get all three.
But in the case of Amex, for example, all you really need to know is when they soft you on Experian. I used to use Amex's CreditSecure (a rebranded CMS actually run by Experian, so technically not 3rd-party) and could see softs on my EX report but not on the 3-bureau report.
In addition to CRA-provided CMS services, you can also see soft pulls on your annual free report, or on the free reports you are entitled to after a credit denial, or on the report data generated when you are submitting a dispute online, or by paying the CRA directly for an information request.
