In the last year, I've requested--and been declined--a CLI from Discover three times. The first time (which was the FIRST time I had ever tried), I was absolutely shocked at the denial! Every other company I'd requested CLIs from around the same time all instantly approved them. (None involved any kind of pull.) Discover said a letter would follow explaining the decision.
When the first letter came, I must not have read it very carefully because I totally misunderstood what their point was! I called and asked the CSR to read the letter, and then discuss it. She did, and I gave her my incorrect understanding of it, and she corrected me: I thought they were declining an increase because I don't carry a large balance; she explained that, no, the denial was based on not using enough of my available credit. The other two denial letters were the same.
So my question is, do you have any tips on how to get a CLI from Discover without charging thousands of dollars on my card? That's the only thing that will satisfy their reasoning, i.e., making use of the credit already available. I will be buying a new refrigerator....one of these days. My current one is on its last legs, so I know its days are numbered. So that could potentially solve the problem, but what about without charging a lot on my card? Tips? Tricks? Backdoor methods?
Just FYI, increasing my CL is for entertainment purposes only. I'm working on certain specific goals, one of which is total amount of credit, so every CLI I get is a step toward that goal.
Disco is a funny bird . However if you don't use a good bit of your CL there's really no reason for them to extend you more credit at least that's what they are implying . But honestly disco we will never figure out some get CLIs with minimal use while others use it heavily and get CLIs it's a crap shoot with them .

I have to echo the crap shoot part. I have decent 3.6 years post BK credit. So much so that I was able to by a house back in March easy peasy. (I think my FICO score should be higher but they don't listen to me) Practice AZEO and the DISC card is the one I use to report a balance because it has the biggest limit. 100% on time payments since BK discharge. Can't get the time of day out of them let alone a CLI. VERY frustrating. Hang in there. Hopefully they eventually cave for both of us.
Unfortunately there's no good answer to your question. As mentioned upthread, there's no rhyme or reason to whom Discover approves a CLI for. You could try using it heavily and using it as your daily driver for a while (6 months to a year, maybe) and see if that yields anything.
From my time here on myFICO I've learned there really aren't any tricks to a Discover CLI.
Some receive them regularly and some rarely ever with heavy spend or not.
I've received one $500 CLI from Discover in about a year and a half.
Some of the 5% categories work out better for me than others so some months are a little lower spend.
Sounds like more spend, according to the CSR, might help you out.

I've written about this Discover card before--it was my mom's account, and when I contacted Discover to inform them of her death, they asked if I wanted to transfer it to my name. My credit was still rocky at the time (thanks a lot brain tumor!), so they had to lower the CL substantially, but I was happy to get it--I mean, a card open since 1991 and with a perfect history?! Hell yeah.
At some point afterward, they notified me they'd increased my CL. Yippee! Still not as high as its original CL, but a vast improvement.
Then nothing.
So last year I tried....and, well, the rest is in my OP! Except that since receiving the first denial letter, I've made it a point to use the card a lot more than I was, but I guess I'm not utilizing my available credit to their satisfaction. I was hoping there was a tip/trick that would work.

This was my stack of Disco denials almost a year ago. There's about 10 more added to this collection now! 🙈🤷♂️
