EDIT: Called BBVA at 1-844-622-2282 and got connected to an NBA Amex rep, who was very helpful.
She advised that they could see my application in the system, but couldn't even see that I had already been declined.
I told her the reason for declination, and asked why they weren't able to verify my information when several other lenders have no trouble at all.
She apologized and told me once again that they had very limited information available to them. I asked her what my next steps were. She advised that there was an actual human who could provide an answer as to what information could not be verified. Here is that person's contact information:

Personally, I'm not following through with contacting her. I'm done trying to apply, and will reach out to the CFPB to get the hard inquiry removed from my credit report.

Got my letter today - Unable to verify identifying information.
Well maybe if someone contacted me, like the application stated, we could have gotten past that little hurdle...
So what do you think - Do I stand a chance at recon or should I contact the CFPB for my next step? It's ridiculous that this lender is so disorganized that they can't even verify applications or contact customers to follow up with them.
If I go to the CFPB, what should I lodge my complaint under?

I just want to get some kind of Amex under my belt, and this seemed like the best bet for a decent limit. This is the second time I app'd for it - first time was a flat-out denial.

I'm trying to find the recon number (it's not in backdoor numbers, I already checked), so I can at least say I contacted the company before bringing the smackdown of the CFPB on them.
I personally believe that this vague statement means that they don't have a true reason to deny you, so they just mark it as unverifiable. There was no contact attempt made, so I consider the application deceptive.
Starting to wonder why some of these companies or groups like the NBA affiliate their cards with a regional bank that doesn't have their own national wide card to offer. I know BBVA is big in Europe but they are small here. At least FNBO has a card they offer nation wide as well as all their co-branded cards. Although I've neve applied for this card, just feel bad for all the people I read about on here that can't get an answer.

To get a footprint in the United States, BBVA bought Compass Bank, which is now called "BBVA Compass Bank". Locally (within their footprint) they are usually known as just "Compass Bank", and they have a reputation for not having their 'stuff' together. I used them for years because they used to have a really good checking account (they would rebate other bank ATM fees before anybody else in the region offered this). After a while though, even their freebies couldn't make up for the crazy things that would happen. And I'm talking about true bank account issues, not situations where I messed up and want to blame the bank. Luckily I generally kept enough on deposit to minimize the impact of their issues, but eventually it got old. I'm not here to bash, just to let folks know they aren't being 'singled out' - Compass truly doesn't discriminate when it comes to the right hand not knowing what the left is doing.
Finally, for anybody who wants to correspond with BBVA Compass through the mail, they tend to use one mailing address for all their customers (checking, savings, credit, etc.), so if you send anything to "PO Box 10566", be sure to put a person's name or department on the envelope as well, or your correspondence might float around for a while before getting to the right department. If they instruct you to send something to this address, they'll usually give you a person's name or dept. - be sure to use it!

I believe they closed his wife and brothers cards as well for the same excuse. Sounds like a Cracker Jack bank that I wouldn't give my time or money to. There are way better and more stable cards out there.
Sounds like the bank may have grown this card too fast and now they are just telling people they are closing their accounts for "verification" because it's such a broad term.
