US Bank card offer, chance for cli?

So today US Bank sent me a email that invited me to apply for the altitude go. This came with a sign up bonus and specified apr. However, I have no interest in the card, how likely is it to apply for a cli on my cash+ that's been open for 11 months and rejected in the past for a cli. What chance is it that a cli would be a soft pull?

Your chance of getting SP is about the same as getting HP.

Lock all three and ask. If you are eligible, you will get one.
