So I applied for the Uber app late last night, recieved the 10 days message. Checked status website and it said decline. I waited until today and still have not seen the TU HP from multiple credit monitoring services. Called recon and was told Im at max exposure ($7500 on commence???)

Interesting. Did you ask if you could move some of your limit to the Uber card so you could still get it? (And I'm sorry about the denial!)

Barclay likes to see usage on existing accounts before extending another. So the "exposure" thing may really be that you aren't using the Commence card much (assuming you aren't; most who got the Commence from the PC don't use it much!).

Ask if you can close the Commence to open the Uber Card. I hadn't used my Commence or my Cash Forward for a year and was able to close both and combine them into the Uber. It might work! Worse they say is no.
