I have had my card for almost a year and I have had no approved CLIs.
Thanks UncleB!

It's likely the collections account and Ch13 bankruptcy even though it's apparently aged off your reports Amex has taken note of it.
(Also Cass is spelled QAS it is a company now owned by Experian that does profiling and yes they do search public records).
Thanks for the input. I really don't know what Experian is doing, when the BK dropped the other two jumped while EX stayed put. The old collection is actually a cloc that was in the BK and paid in full. I tired a couple times for a CLI with AMEX but they were turned down because of the BK which I understand. Once the BK dropped off I tried for a BCE which was also denied due to BK. I tried to recon but they said they still see the BK eventhough they claimed to have done a HP which has not shown up on CR. So for now the card I do have will go into the sock drawer.
I had a similar issue with my BCP; it was 'stuck' with a CL of $1k and every CLI request was denied due to an old IIBK Green card from 2000. I finally gave up on it, but at the 18th month point they gave me an auto-CLI to make the new CL $3k (which is much more usable). I've tried for another CLI but got the "please call us" message so I didn't even bother.
Ironically, I applied for an ED card in January and was approved for $8k, so don't give up on them... they will eventually warm up to you.
So I have some time before I can request again. Is it better go try for the second card or just try for the CLI on the current card?

To add more data points, were you putting a lot of use on the card? Or were you letting it sit at empty? I don't have any derogs but I like knowing this kind of stuff and I think it'll help OP.

Not very heavy use each month, I'd say between $200 - $300 a month. I use it to buy gas for my vehicle and I PIF each month.

I was using the card fairly hard (at least for a $1k limit)... the most I put on it was close to the CL (around $900) but on average it was $400-$500 each month, mostly at grocery stores for the 6%. I have always paid in full regardless of the balance.
Also, I always allowed the statement to generate with a balance; it's too much work to worry about paying in full before the statement generates. This probably cost me a few points on my score due to the low credit line, but I didn't mind since I wasn't in the market for a auto or mortgage.
As another data point, my Delta Gold opened last May was also approved with a $1k SL, and it's still at $1k. It might also get an auto-bump at some point, but I'll probably close it before the AF comes due... the PRG/BCP/ED combo works well for me, and the Delta Gold only gets used for Amex offers now anyway.
