Did United target you for the offer or did Chase?  I think the answer to that is important for knowing your chances.  At 70K bonus miles you can't beat it....  Wonder why all of a sudden they are beating their old deal?  What else can they beat?  Will they beat you if you don't apply?  

 

I might just try at that rewards level.

Always follow these rules: Only take a HP for a new account. Always use the best rewards card for that reward category. Don't close a card unless you know you really should. Never use more than 35% of a credit limit. Recon as much and as best you can. Use the introductory period to the best advantage. Get the signup bonus. Whenever possible PIF or balance transfer so you pay less in interest. Never give an excellent rating when it is actually the norm. Always look for a discount as more is always better.
Always accept candy from strangers because they have the best candy or from people you know have good candy.

Yes, I was targeted - by United.  They sent me snail mail, and an offer every time I logged in to my MileagePlus account.  That being said, I still burned Chase in 2010, and Chase has a long memory.  So, although I was told my chances were good after I show some contrition and apologize for my past behavior, I'm not going to hold my breath.

 

70k miles is a great offer.  The other perk that interests me is the priority boarding.  Last couple of years I have been just shy of holding Status with United (although this year I will get it because of more travel) and because I like an aisle seat, I am stuck in boarding group 5.  The card lets you board with group 2.  Plus there's no foreign transaction fee which is nice since I am in Europe frequently.  Let's hope I get approved!

The 70K miles is pretty much a standing thing for all United with Elite status, it has been on my screen for about 10 months now ever since I got my elite status. Same thing happened with my friend the day after he got elite, the offer is just always there.

I received the same promo, it expires at the same time. Be patient, I have received several nice offers for that card. There will be more offers coming soon.!

Id wait until your utilization was under 20% especially with a late payment on your file. If you do get your utilization down that will really HELP your scores Smiley Happy
