If you can pay off 28k of your 40k debt if you wanted, you're indirectly saying you aren't capable of paying off at least 12k in debt. Anyone IMO that isn't able to pay off their current revolving debt shouldn't be looking to take on new revolving lines of credit.
Later you posted that you dropped down your utilization to 20k on 124k in limits and asked if that's "good enough." The answer still remains the same from my conservative perspective. Sure, that utilization gets you down into the teens aggregate utilization wise, which would give you much better chances at favorable app results. The underlying issue again, which needs to be repeated, is that it's simply not a wise financial move to put yourself into a position to take on more debt if you aren't able to pay off existing debt.

Oh, another no fee BTS CC! And they also have a promo for 0% interest for 12mths along with a reward promo (I'm looking at the Choice and not the Odyssey). The fact that they pull EX instead of TU is a major plus for me. In a couple of weeks my inquires will be TU - 3 and EX/EQ - 1. I'm gonna have to save this one for a raining day. Thanks Gmood!
