Telling you from my own experience.After apping couple times for them way back (last denial on 9/23/15) i waited until i had a significant change in my credit report. I had only 2 collections and one public judgement, and after the 2 collections were finally deleted, my score jumped to about to 688 or so. No baddies, very low uti (1% of $50K revolving credit) and only the public judgement from 6 years ago, i was approved after an id verification. I have about 30 accounts on my credit report with only 1 closed, and only 1 from over a year ago, all others were 6 months old or newer. All being new accounts, not much of a history, came the low SL. So the best answer to your question of when to reapply for amex is when you have a significant change to your report. Lowering your uti will end up in a nice score jump. I would wait at least 3 months before i app again. That's what i did between my last 2 apps and along with the changes, it worked.

I only see 5 cards in your sig but 13+ HP's on EX alone please explain are they a result of car, home, SL etc etc or aggressive credit seeking?

3 attempts in 4 months all denied says not only should you stop wasting HP's but wait at least 6 months before applying for anything again
This gives you time to bring down the UTL ,build payment history and age accounts
The discover and cap1 card are both new, i bought a new car around september, so that added a few inq's. I dont have any baddies and my AAoA is still over 2 years. I only have 3 inq's on TU and i have 8 on EQ.
