So if OP and friend live in OR, the Duck (or Beaver) cards would be an option.
Good point. Other than the Duck or Beaver cards, they still have the NICE Perks (Rewards) and NICE Platinum Visa (low APR) for Oregon residents.

I just wanted to update. My friend called Capital One yesterday and got a Venture card with a 10k limit. He simply explained to them what he needed and they suggested the Venture card. He was surprised with the 10k limit given that none of his other credit cards have limits any where near that and especailly since he told them he only needed a 4500.00 limit. I was about to choke him when he said that to them, lol. .
Thanks everyone for the great advice. I really appreciate it and so does he. I would have never guessed Capital One would have given him such a high starting limit without your suggestions. They've never shown me that kind of love and I have higher FICO's/income w/less debt than him...but I used them for rebuilding also starting with a secured card back in 2005 and I think that may be why. They did finally show me some love a couple of years ago with a Quck Silver Card but not 10k worth, lol.
A simple suggestion, since they "guided" him to a card with NO 0% APR promo. Tell him to now apply online for the QS or V1, both of which have 0% promo APRs. They MAY not do another triple pull and franky, I'd be shocked if he doesn't get at least a $5K SL
The V is great for SLs but, not at all for %APR
