No one can really answer that question.
Discover is unpredictable however CLI requests are soft pulls, so no harm in asking
I think you'll have better luck once your scores get a bit higher and utilization on other cards goes down.

With a $750 CL I would spend $75 or less per month with them and setup auto pay for the statement balance.
If you're looking to reap the rewards for the first year then make sure less than $75 reports at statement close aka make multiple payments.
Less is more w/ any lender except for Cap1 that wants to see heavy use to grant a CLI. What reports is more important when it comes to scoring and getting things to move upwards. Each lender knows what your spend is like w/o looking at your reports when considering you for a CLI. The key is to make sure there's activity each month to keep the computers happy that decide what your CL could be if you were to ask for more. It doesn't take much spend to get bigger limits in the long run.

They are by far the most unpredictable lender out there hands down.
Just use your card responsible and you will get some CLIs.
IMHO - Only time will tell. Set your benchmark and exceed it. You will need to establish tradines with time. Time being is as equally important to making on time payments.

Turn it around and show your family how much money you'll be saving with your outstanding credit. Maybe others will follow? Scoring in the 800's can be done with determination and a lot of gardening. Read up and turn it into a game for yourself. Make achieving excellent credit fun for yourself and potentially save yourself thousands of $$ as a result. You can do it!
