OP - FWIW, I had the exact same thing happen recently. Applied for the SPG Amex and got the 14 day message. I'm an existing customer (had 3 cards - Green, EveryDay, and Delta - before apping for SPG). I had applied around 9pm, so I called the next morning. The rep was friendly, asked a couple identity-verification questions, and then said I was approved for 10K - which was by far my highest starting limit (EveryDay had been 1K and Delta 2K).
I wonder if their system picked up that I was heading towards a much larger approval, and they wanted to make sure it was me before finalizing it. Or if they just like to speak with a live human when he/she is asking for Amex #4.
So, definitely doesn't mean a denial, but as always YMMV. Good luck!
From what I have seen, if the application goes pending. You can check the status and if it's approved, it takes like 30 seconds for the approval to show up after you receive the pending message. If it is pending for a few days or what not, usually means a denial. That is from my experience.
I was declined as well even though I do have an AMEX Classic card. I tried checking on my app and the reasons and got this message "Sorry, your application cannot be accessed. Please try again later." Does that mean anything in particular?

No, it doesn't mean anything other than a web browser glitch. Open up a differen browser with the URL and you should be able to access your declined letter.
