balance affect future CLI??

hello all
had a question if you allcan help me with.
does carrying a balance hurt or help in future cli?
im thinking of doing a balance transfer to my BOA card and it would put my utilization at 50%, but im worried it might hurt me in future cli requests and i definitely dont want to do that since BOA has been by far most generous of my all cards in regards to cli.

When it's paid off it doesn't matter.

If paying the 3% fee to do it outweighs the savings of 0% for 12-15 months then just do it.

i would use it to payoff a cc that is at 22% interest
