2nd Capital One Card Quicksilver approval in credit steps?

I applied for a Capital One Platinum card At the end of December 2016, 2 weeks after my Chapter 7 discharge and was approved for $3000. After 1st statement cut, I was upgraded to the QS no annual fee and since then, I have received a $300 CLI after 3rd statement cut and the $500 for the Credit steps for a total $3800 now.  I just recently applied for a true Quicksilver(no annual fee) and was approved for $1000 after only being with CO for 8 months now.  My question is, will this card also be in a credit steps prorgram?  I have not been able to find anything on such topic and none of the representatives have been able to tell me yes or no  Thanks

My experience. The Plat and the QS1 (Rebuilders) were the only cards that had Credit Steps offers for me. That was over a year and a half ago. VS and WEMC's dont get steps. Dont know about QS's under 5k CL's. Congrats either way.
