Thanks @M_Smart007 That was the same denial reason I was seeing for almost a year. Took letting a small amount post with the statement before an increase. I've let that same amount post the last 2 months and it seems to be enough.

Thanks @Titans84 , I pretty much had figured what i would get. The cards have seen no spend.
But I will max out both Discover it CB cards on digital wallet in the upcoming quarter.
Last time I did that I was able to get (1) CLI on higher limit Disco card and (2) CLI's on lower limit Disco card.
Since it was a "SP" i had nothing to lose, except for more letter's in the mail
I really wish they'd go to online delivery of the AA letters and save paper.
