Amex does permanently reduce APRs, although promotional offers are more common. When I opened my SPG, the computer decided to give me the 17.x% APR and I hopped on chat immediately and had it reduced to the lowest available for the card, which was 15.x% and equal to my Blue and the POT on my charge cards. They gave me a 12-month 9.99% offer last month that I took for kicks, but I don't carry a balance on the daily driver.
word of caution there is alot of posts on here that amex does financial reviews when using paypal, I think they feel its MS or money laundering. I even have a close friend who used his platinum card for a paypal transfer and amex threw him into a FR and put a hard limit on his platinum

To elaborate on this a bit, Amex is known for doing reviews when someone uses PayPal to pay themselves (including from a personal to business account) or someone that Amex's fraud algorithms think may be closely linked to that person (i.e. a relative). In addition to MS and money laundering concerns, it's also a fairly obvious way of skirting cash advance policies, and Amex tends to frown upon cash advances even when someone goes about the correct way of doing it. For the vast majority of PayPal transactions, there is no issue whatsoever using PayPal. I have used Amex literally thousands of times over the past 15 years with PayPal (mostly eBay) without an issue.
