I posted about this back in November when I received a $5000 Discover CLI after making an online request. That was on 11/12/18. Less than 2 months later I hit the button again online tonight and was instantly approved for $4500. My spend has been minimal, as evidenced by my data below. I offer this information just to show that a heavy spend is not at all necessary with Discover to be able to obtain solid/frequent CLIs; my monthly spend tends to range from nothing to one-half of 1% of my limit. Recent monthly spends:
September: $15
October: $0
November: $0
December: $125

You aren't doing anything wrong. Some people are able to get CLIs from Discover while barely using the card (such as OP). Others use it constantly and get minimal increases. Their algorithim has many things that go into it, and usage is only one of them.
IMO, usage really isn't a large factor, as I, like OP, have gotten multiple CLIs without really heavily using the card. So don't overthink the usage thing, or think that that's all that matters.
