Arrival plus after forth time calling got a card

Fico score 697 tu eq 691
Arrival elite declined me saying they need more time I have a Barclays rewards less than 6 months
So tried calling the back door number after 3 times getting a no the forth time they gave me a card with $1000 cl
Can I call them and ask to move my $2000 cl from the rewards card to the arrival plus
Or wait wen i get the card and hit the cli link online
