Yes, my last Discover CLI - possibly last two, definitely last one - were done with CRAs frozen.
Looking at my list of recent-ish CLIs, when I know my reports were frozen, I also got Wells Fargo, FNBO, Capital One, and Comenity (Eddie Bauer).

Thanks for the info on CapOne. I didn't think they'd approve limit increase with everything frozen.
